What Is WV Birth To Three?
West Virginia Birth to Three is a system of services and supports for children ages birth to three who have a delay in their development or may be at risk for a delay. The early intervention services are offered at no cost to families and provided in the child’s daily natural environment (home or community setting).
Who Is Eligible?
Any child in West Virginia between the ages of birth through 35 months may be eligible if the child:
- Is not reaching age-appropriate milestones in one or more areas of development,
- Is at risk for development delay, or
- Is diagnosed with a condition that may result in a development delay.
HOW CAN A CHILD/FAMILY GET HELP?
Anyone (a parent, doctor, caregiver, teacher, or friend) can make a referral. If the child is determined eligible, an Individualized Family Service Plan (IFSP) is written based on the individual needs of the child and family within 45 days of the referral.

Make A Referral
Families play an important role in their child’s development. You know your child best. The first few years of a child’s life are very important, but children grow and learn at different rates. If you have any questions about how your child is developing, or if you think that your child might need extra help, WV Birth to Three can help you get the services that you need.
WV EARLY INTERVENTION INTERAGENCY COORDINATING COUNCIL
The WV Early Intervention Interagency Coordinating Council (WVICC) is a governor appointed council mandated by the Individuals with Disabilities Education Act (IDEA) to advise and assist the WV Department of Health and Human Resources with the development and implementation of the WV Birth to Three System.
Transition information
Moving from one program to another is called transition. As your child nears age three, your WV Birth to Three team will support you in exploring available community options to help your child continue to grow and develop.
Track your child’s development
From birth to 5 years, your child should reach milestones in how he or she plays, learns, speaks, acts and moves. Track your child’s development and act early if you have a concern.
